Yeah I have the same problems as well (T1 through a 1.2m frame cloud). I had been attributing it to heavy UT usage and internet ghosts and goblins. I got annoyed one day when I couldn't access the chat and Nancy had emailed me saying everybody was in with out a problem.

I called my ISP and we traced the problem to:

189.ATM11-0-0.GW5.NYC4.ALTER.NET [146.188.179.233]

It was down flatter than a pancake. 20 minutes later it came back up and all was well. Everytime I have had a problem since then (not as much recently) I have traced it back to that same server.

Don't know if you get routed through there or not but you might want to do a tracert the next time you have problems.
