Sorry, I totally overlooked the fact that you're app is in FP for DOS. I got hung up on the Windows for Workgroups statement and was thinking Foxpro for Windows apps.
It still holds that the best way to run a DOS app in Windows is to run it via a PIF. But the additional requirement to load a second (or third) COMMAND.COM to RUN the external DOS commands from that FP/DOS app will require even more memory tweaking. Finding the proper memory configuration before you load Windows and the proper settings within the PIF are just something
