Windows NT 3.5/3.51 is eligible to 'upgrade' to 4.0; the move to Win98 would be moving to a different platform essentially, and there are no tools that will move things already installed under NT 3.5 to a Win9x product. There's also no portability of any of the disk formats other than FAT16, etc. If you need to go to Win9x, you're looking at a reformat/repartition and install everything fresh process.

Try starting from http://www.microsoft.com/windows/default.asp and digging around from there for the platforms of interest. You're probably best off contacting a reseller like Insight or CDW.
