(1) Create a distribution directory with exactly 1 file in.

(2) Run Setup Wizard to create an install based on that directory, and tell it to include the runtime.

(3) Don't put any PM items in the Setup Wizard so no icons/program groups get created. I'd make it a Websetup, and put the result + a shortcut that points to the directory and fires the Websetup with the /Q0 in that directory. Users point at the directory, click the shortcuyt, and it makes its own sauce from there...

Build your setup and then from a DOS prompt issue SETUP /HELP to get the full list of options - there are lots of flags to generate log files and supress various options for the install.
