You have Cipher, it's free. I think is in the files section. But it's only for encript/decript strings.

And I you need more a more powerfull tool, you can have Cryptor from Xitech (http://www.xitech-europe.co.uk) or Netlib (http://www.netlib.com).

I prefer Cryptor, cause the product is good and you have a very good support.
