There is a product called CodeBase, which is a set of libraries for C/C++. I've never used it but I gather it implements Fox-like function calls and supports .DBF style tables and indexes. Downside is you've got to switch to C++. :-)
Don't know if it'll get you down to 1.44MB but you could ask the makers.
