I use the Mere Mortals Framework and have been very pleased with this decision. Fully OOP, excellant documentation, support and client/server ready through n-tier design with extensive use of business objects.

I think they have a 30 day money back thing if you want to test it. If you purchase a premier membership to the UT, you can search through past threads. There have been many good discussions on this subject over the past year and I think you would find all the answers you are looking for.
