How do I download a file automatically to client's machi

Someone told me to use the following:

< META HTTP-EQUIV="Refresh" CONTENT="4;URL=filename>

but when I replace the URL=filename with URL=myfile.exe
the browser starts the exe file on the web server instead of
downloading it on the client's web site! How do I fix this?
