Just as a follow up to this I used Spy++ to check the number of windows that VFP creates both with and without scroll bars. When you create a form without scroll bars, Spy++ reports a window with no children as a child of the VFP desktop. When you run a form with scroll bars, the form has a child window. I would guess that this is what's causing each form with scroll bars to appear twice in the Forms collection.
