Your question could use a little more definition, like what is the circumstance.
For instance, OS/2 Icons have a "property" which can control (some aspects of) this. It can be set to (my terminology) start a fresh version of the program OR to return to the program if it is already running.
It may also matter if the program is being started ( again, I forget the exact terminology, it being more than a year since I booted OS/2) under WIN-OS/2 or as a separate session 'of its own'.
In other words, there are ways in OS/2 that this can be made to happen.

PS VFP 3 used *not* to run at all under OS/2. That, in fact, is why I gave up on OS/2. Else I much preferred it. Are you running with an "official" updated WIN32S support, or some bootlegged version? Does that version support VFP5?
