I don't think an OUTER JOIN works here. The object is to get records from table 1 that are not in table2 based on orderid. An OUTER JOIN, be it LEFT, RIGHT, or FULL would probably get you those record but would, unfortunately, also include records WHERE table1.orderid IN (SELECT table2.orderid FROM table2).
