If you check the exchange between Erik and I, you'll see I've got a translated sample completed and available for your use.
I strongly recommend that you use a variation of the code I provided. While the solution Erik provided does work, it interfaces with the old Win 16 API. A much sounder solution (as well as potentially longer lasting)is to use the Win 32 solution I provided.
Lastly, when you add Foxtools to any project it is automatically marked as excluded and must be included in the setup disk. There's no need to register it. You simply need to place it either in the default directory or on the Fox path so that VFP can "see" it. I have heard, however, of some problems involving Foxtools and the MSVCRT2.DLL (I think this is the right involved), but can't recall the details.
