A T-1 by itself is not enough. You need to have the hardware. And, the T-1 itself goes to a provider. If there are bottlenecks with the provider, there will be problems. Also, just because you have a T-1 pipe, it does not necessarily mean you have access to 1.5 mb's....

Clearly, there is a problem here, and it is not getting resolved. In fact, it is getting worse....
