Fred gave a detailed sampling on bitwise operations. If you don't need to pack many flags (many logicals) into one letter or an integer, build your own encryption, check hardware states, do hex math, build your own table repair utilities, write WinAPI, FLL etc then you don't need them. IOW they're in lowlevel category from a view point. You don't see much about them because unlike old days many functions that were done using them are ready for the user now (ie: you don't need to check if shift is pressed in a keypress, you're gifted with an nShiftAltCtrl parameter).
