If you have a lot of small controls on the form, Tab Ordering by List as Jorge suggested is the easiest way to do it. If you have 2 very close together and you try to do it interactively you may get the wrong one and not even realize the other one is obscured by it.

Also if you're working interactively you have to do them all, starting at the first one and going right to the end, or at least until all the remaining ones are in the order you want. If you go part way through then start at the beginning again you'll get the "jumping around" behaviour you saw.

Also, a slight clarification to Jorge's post: click on Tools...Options...Forms to set your desired Tab Ordering method.
