Can't explain your problem, but, just to offer an alternative work around, we've found that we don't have to mess with the setup wizard or the registry at all, just put the dlls in the same directory as the executable or put them somewhere in the directory tree that everyone has access to and then use the following in the shortcut: xxx.exe -dpathname\vfp500.dll

This is the first time attempting to do so to a Win98 machine. I'm fairly stumped (not difficult to do that actually).
