solution: Citrix Metaframe, with client support for Windows 3.1 and 3.11.

PMFJI, but they (Citrix) also have support for DOS clients as well... very cool. We dug out an old P90 with 16MB RAM and installed DOS 6.22 with the Netware Client - We then ran NT4.0 through the box. Performance was great.
We actually may be assisting one of our original clients with this implementation to avert spending over $1 million dollars upgrading their existing PCs.
