I have an idea. It may not be what you're looking for but...

Have you considered a third party product like FoxFire, R&R or Crystal? It sounds like you want to be able to give the users a lot of power in creating their own reports. You could end up spending quite a bit of time reinventing the wheel. These products have been around for a few years and have thousands of development hours poured into them.

Just an idea..
