I seem to remember seeing something similar to this on a message on the private MVP newsgroup. Unfortunately, the message isn't on the newsserver any more. If my memory is correct, Dave Frankenbach reported this. You could try directing a message to him here on the UT.
I'm doing something something similar. I use the Win98 Task Scheduler to launch the app every hour. If the file is found, it is processed. If not, my application shuts down. I've never had any problems.
