Cyril,
If you can, you may want to get Thai enabeld Windows to do your development work. You will have to worry about the code page of both your tables and forms. If the development is done under Thai Window, the correct code page will be selected, otherwise you will have to translate the code page later.
You may also want to subclass all your controls and relevent base form classes so that you set all fonts to a Thai enabled font. All my base classs use MS Sans Serif, which display both Western and Thai langudge well. The defaul VFP 6 font is Arial which dose not support Thai.
Also, you need to worry about collate setting, which I myself am experencing some problems.
