Active Server Pages (asp) are run by Internet Information Server (IIS). IIS requires NT Server. There is also a limited version of IIS for Windows 9x and Windows NT Workstation: MS Personal Web Server. To be fair, I don't know the exact difference(s) between PWS and IIS. Anyway, at least in development, you can use PWS without any problems.

In our shop, everybody has at least Win 9x and PWS. Each developer uses what he/she likes best for his own development machine/environment. This is good because in this way we have all kind of (weird :)) configurations.

The test servers are NT Server with IIS. The production servers are also NT Server + IIS.

My personal preference is NT Server + IIS, but this is mainly because I like to have the dev env as close as possible to the production env.
