There aren't any special hooks per se, but you can use INTL with CodeMine quite easily, and quite a few people do. CodeMine has a number of built in features for building apps in any single language. French, German, English, and Spanish translations are included, and you can also add your own translations for any other language you need.
If, on the other hand, you need to build applications that will run in more than one language, then INTL provides a number of additional tools that will make your job a lot easier. Also the INTL documentation is very helpful when you are designing and building multi-lingual applications.
