Nope - it's pretty clear in many locations that it refers to Shell32.DLL - the actual provider is SHDOC40?.DLL (on mine it's SHDOC401.DLL in the System32 directory - you can check the registry to see what the provider is as the InProc32 subkey, and check the provider's version.)
