You can use Active Server Pages without Windows NT/IIS.

For Novell Netware, you will need an ASP Server likes Instant ASP from Halcyon Software: http://www.halcyonsoft.com/prods/iasp/iasp.htm.

For other platforms (Unix, Linux, etc.) there is Chilli!Soft ASP.

Does foxpro's active documents handle what I am trying to accomplish without the need to run active server pages on an NT Server with IIS. Our network administration is against having an NT server because of past experience. What do yo think?
