I generally agree with with developing for a single resolution (nowadays 800x600), but there are exceptions to every rule -- no exceptions.

I work with a number of graphic artists who like a super-high resolution so that their images look good. The screens that I develop for them, then are too small to be used. Being able to resize the screen is essential for them.

One other area where this will be important, but I've been fortunate enough to avoid it, is users with a sight disabilty who have to use 'Large Fonts' or 'Very Large Fonts'. I generally squeeze as much stuff on the screen as I can, and with 'Large Fonts' things will overlap. I believe that the resize programs that I have seen will automatically accomodate this.
