I'd guess that what you bought was the Windows 98 Second Edition Updates, which requires that a base Win98 system to be present before the update disk will work. You'll need a copy of the base Win98 distribution, either the retail version or an OEM-distributed version to upgrade Win95 to base Win98 with this CD once Win98 is present, you can use the Updates CD to go to Win98SE. To upgrade Win95 to Win98SE, you need Windows 98 Version Upgrade Second Edtn. The SE includes all bug fixes through SP1, and adds a number of new facilities, like Internet Connection Sharing, which can allow multiple client systems on a LAN to share a single Win98SE Internet connection as a proxy.

You need the base Win98 distribution, which will allow you to install a complete, fresh copy of Win98, or upgrade your Win95 to Win98.
