You can modify the .STF file not to check for security, but you now risk failures updating files in the common Windows directories or altering registry entries. If you look back through the old messages I've written I described a hack of the .STF file to bypass the security check.

You don't have to - install under the Administrator account, which has the necessary privileges, and drop a shortcut to your app on the AllUsers Desktop or in the AllUsers StartMenu - as long as the users have the necessary privileges in the directories the app needs, they should be able to access the runtimes installed via the Administrator account.
