I finally figured the Automation Server out. I was missing a DLL needed for Crystal Reports to read the FoxPro dbf for the report. I had to add the following file: C:\Windows\Crystal\P2BXBSE.DLL

It seems the Automation Server works correctly now.

I'm still corresponding with Seagate regarding the ActiveX control, and still trying to figure out what's wrong with the registry entry for CRPE32.DLL
