You can include the line
TMPFILES=<i>desired folder</i>
in a CONFIG.FPW file. This file may be included (bound into) an .APP or .EXE directly, or referenced in various ways during VFP or the .EXE startup. Look for CONFIG.FPW in Help or search for it here on UT.
