As Jim has already pointed out in another response to you, if you have a data-services tier, that is where RI rules belong....

In this cite, all Jim and Steve are commenting on is what makes up RI rules, not where they belong.

I think you are stuck on the notion that all business-related rules belong in the business services tier...

Show me something that states that RI rules do not belong in the data services tier... Then you and I can continue this discussion/debate....

Personally, I think the discussion and/or debate is over...
