I don't know that this is the best idea, but, personally, I think Word's Compare Documents utility is fabulous. You can see really easily what's been added and deleted and the accept or reject change.

I don't know that any kind of version control software (like source safe) will be helpful until you get it all stabilized.

Anyway, it's just a thought.
