Can you write a web-centric application with this tool combination? Yes, but these aren't the only things you're committing to - NT or Win2K servers, IIS, a pool manager and other considerations enter based on the choice of tools.

Should it be done this way? In a vacuum, it's impossible to answer - there are far more issues here than just the choice of tools used to the write the application.

Can you successfully deploy an application on time and on target with this set of tools? I don't know how familiar you are with the environment you're committing to, or the tools, or web development, so I have no way to answer this.
