The MS Common Controls contain a calendar object; it's invoked as an ActiveX control, not as an API call. You need to enable it in your available controls using the Tools/Options/Controls dialog on your development system, and must ensure that the correct version is installed on all systems that your app will run on (this can be done by Setup Wizard.)
