If you want to manipulate only few objects then a crude program is not very complicated (but resourse intensive) - where every shape is an object and when the user clicks on a shape you change it width,height etc.

A more sophisticated solution is more of a problem as you have to calculate the shapes only when the user clicks on where a shape is supposed to be

The simplest way is probably to get a 3-rd party solution such as protoview's InterAct diagraming component
