I just did a reformat and reinstall and the buttons are still screwed up. My system has all updates applied, so it's something with win98se, vs6/sp3 and ie5. Whatever it is, a full reinstall hasn't helped it.

I have a p2-400 and a local file on my hard drive as a home page. It's got nothing to do with load time of pages, it's the actual loading of IE5. The frame of IE shows, with nothing else, and it looks like it's hung up for up to a minute, then everything loads as normal. This happens only the _first_ time IE is run after I reboot. After that it loads fine.
