Would you be interested in a software in Romanian? Would a web site in Romanian open your interest in such a software? Most probably no. The situation is similar with French for the English market.
But, the English market is huge compared to the French market in North America.

Considering the size of the English market, an English version may be well worth it. I am sure that having it in English is more important than having it for Windows. After all, a good DOS program requires extremly cheap hardware compared to Windows programs.
And a potential buyer for your programs really doesn't care if it is DOS or Windows. All he cares is if it solves the problems, if it is easy to use, the amount of money to be invested in the new system, etc.
