PMFJI, since you say you are setting path to the DLL, I'm wondering if you have run REGSRV32 on the file? From the Windows Run command, type:
\WINDOWS\SYSTEM\Regsvr32.exe D:\HPA32C\HPA.DLL

Watch for a message that the component was registered correctly.
