Just got off the phone with my provider.

Seems that I was using an old number.
Changing the number, lowering the modem properties 'rate' from 115,200 to 56,x00, and changing a special string thingy to have &fx in it (instead of blanks) seems to have made a huge difference!

I may now finally know what "good" response time is.

Without all the answers I never would have called, so thanks all!
