Way back in college, we were told "resist the urge to code". Design first, then code. With tools like VFP, the two go hand in hand however. If the guy wanted a spec, he aught to pay for it. If he wanted a user manual, then he has to pay for that, along with the rest of the project, design and implementaion. It sounds to me like the guy was after a freebee.
