This appears to be somehow related to your video driver. If you change your number of colors and/or your resolution, it goes away. I see it at 1024x768 16bit color, but I don't see it at the same resolution with 256 colors. Strange thing is this worked great in VFP5, but it's something they changed in VFP6. (and broke!) :(
