X.25, X.28 PAD programming for credit card authorization

I have looked some CC Authorization programs which use. All they connect to
X.28 PAD using standard modem and standard PC and using some
code.
No additional hardware is required!
Why do you think the PAD (you mean the PC card?) is required?
What kind on X.25 programming have you done?
