I have seen this error when I did 2.6 apps. It occurred when I developed the application on something other than my C drive (a novel drive or a d drive). If I moved the project to my c drive and built the exe or app, then the problem went away. I think there is a knowledge base artivel on this at microsoft. The problem I saw on mine was that if the person had a cd player drive D or a valid drive d then the error never occured. If they did not and tried to run my app then the error came up.
