Yes, you're right. It's from Rational.
Visual Modeler is like a "light" version from the "Rational Rose" from Rational. It uses UML and it seems to be a very good modeling tool. I've seen an approach at a Microsoft conference, and it seems to be nice, but i don't know prices.
