Change the value of HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon and change ShutdownWithoutLogon from 0 to 1. If the key value does not eexist, add it as a REG_SZ (string) type.
