We use a set of "paragraphs" in a common table, which may print / display depending upon selection and not repeating in hundreds / thousands of occurances. Unless the EDP Auditors demand a copy of the "boilerplate text" physically be associated with each policy, you might consider changing to such a design.
You may ask how do reports pick up the data? Cursor file is built with all the info to print / display.
Text of "Boilerplate" paragraphs has its own maintenance -- which keeps inadvertant changes to the text. Custom text may still be added in another memo field actually associated with the "document".
This plan avoids creating lots of repeating memos -- but if yours are all customized messages, won't work.
