What type of video card are you using? I had this exact problem with my computer and it turns out some Windows 98 video drivers are not compatible with VFP6 (I think its only 6 anyway). I have a Diamond GII460 (I think). You can solve the problem by installing the Windows 95 version of the video card driver.
