If you aren't concerned about portability then Microsoft's J++ is your best bet. It's a very good development environment but it's not true Java but Microsoft's flavor and they're hook you into Windows specific API's every change they get. If future portability is a concern then I'd use IBM Visual Age for Java, Symantec Visual Cafe, or Sun's SDK with the ActiveX bridge. I've tried about all the Java development environements and IBM Visual Age for Java is my favorite by far.
