I don't know if you read the book "Baby Blues", about the history of IBM. But the was a chapter in the book about the problems that arose from IBM & MS working on OS2 together.
IBM was trying to figure a way to grade programmers and lines of code produced was the best they could come up with. So IBM would argue with MS in their meeting showing the amount of OS2 code produced by IBM vs. MS. This was aided by IBM throwing a ton of people at the project vs. a handful of MS people. MS's argument that their smaller, tighter team was producing more efficient code fell on deaf ears.
