I had heard the same thing. PowerBuilder was not designed for small business applications but for larger corporations (enterprise wide development) due to it's pricing structure. It was a couple of years back when I first checked it out. As I recall, there was a scaled down version for the desktop but I don't think that flew out the door too quickly. :)
