I've done something very similar to this using the Intercom System (http:\\www.cns.nl). It comes in the form of a server component and an ActiveX control client. There's an article on it that I wrote for FoxTalk at
http://www.civilsolutions.com.au/publications/pushing.htm - the article concentrates mainly on a licece manager but mentions the chat module as well.
The system is really easy to use, but does have a requirement of a TCP/IP network.
